TRAINING ON CREDIT REFERENCE SYSTEM IN TANZANIA FOR BANKING INSTITUTIONS

A. INTRODUCTION
The Bank of Tanzania Act, 2006 and the Banking and Financial Institutions Act, 2006
mandate the Bank of Tanzania (BOT) to license, regulate and supervise banks and
financial institutions in Tanzania. As a regulator, BOT is mandated with the responsibility of
ensuring stable, sound and safe banking sector and financial system at large. In discharging
this responsibility, it is the interest of BOT to ensure that, there is efficient credit reference
system in the country. Banking institutions are required to maintain and submit accurate,
complete and timely credit information of their borrowers to the Credit Reference Databank
(CRD) maintained at Bank of Tanzania.
Credit Reference Bureaus (CRBs) complement the central role played by banking
institutions and other lenders in extending credit within an economy. Credit histories kept
by CRBs not only provide necessary input for credit underwriting, but also allow borrowers
to take their credit history from one financial institution to another, thereby making the
lending market more competitive and, in the end, more affordable.
It is along this background that the Bank of Tanzania Academy has organized a five days
course, which intends to impart necessary skills to staff of banking institutions and other
stakeholders on how to prepare and submit credit information to the CRD as well as use
CRBs’ reports and other services.

B. OBJECTIVE OF THE COURSE
At the end of the course, participants will be able to submit to the Bank of Tanzania
complete, accurate, and timely credit information of their respective borrowers. Participants
will also be able to submit to the Credit Reference Databank credit information in a format
prescribed by the Bank.

 Design of Credit Reference Systems
 Tanzania’s Credit Reference System
ii. Legal Framework for Credit Reference Operations;
 Bank of Tanzania Act, 2006 and
 Banking and Financial Institutions Act, 2006;
iii. Regulatory Framework for credit reference operations
 Bank of Tanzania (Credit Reference Databank) Regulations, 2012;
 Bank of Tanzania (Credit Reference Bureau) Regulations, 2012;
iv. Credit Reference Databank System
 Data Structure
 Data Extraction and Uploading to the Databank
v. Presentation from Dun & Bradstreet Credit Bureau Tanzania Limited;
vi. Presentation from Credit info Tanzania Limited
vii. Supervisory Aspects of Credit Reporting;
 Banks and Financial Institutions

D. TARGET GROUP
This course is designed specifically for officers working with departments responsible for
credit administration, risk management, compliance, finance, internal audit, Information
Technology or any other relevant units of banking institutions, credit reference bureaus, or
other institutions.

E. SCHEDULED DATES AND DURATION
Five (5) days: from 19th to 23rd September 2022. First Day Registration starts at 08.30 AM.

F. SPECIAL REQUIREMENTS
This is a hands-on training whereby each participant is required to bring his/her own
laptop. The Bank of Tanzania will provide network connectivity.

G. COURSE FACILITATORS
This course will be facilitated by Bank of Tanzania Academy in collaboration with BOT’s
Directorate of Financial Sector Supervision and Directorate of Management Information
System.

Fee for each participant is TZS 1.0 million or USD 500 for non-residents covering tuition,
course materials, lunch and mid-session refreshments. Participants will be responsible for
